ANTI-CORRUPTION POLICY

IT IS A POLICY of the Pan American Academy of Engineering that its Members be involved in a wide and decisive manner in achieving the validity of ethics and integrity in engineering services and construction contracts in all countries of the world.
All Members commit themselves to:
Work in the Engineering Societies of their countries, fostering ethical professional practice, with social responsibility, promoting the diffusion and adoption of transparent acts in their tenders and contracts in providing engineering services and to act with determination in order to prevent, dissuade and in necessary cases to denounce acts of bribery, extortion, fraud and any other form of corruption.
No Member
Shall offer or grant any pecuniary or any other type of advantage, for the benefit of the Member, or the Member's Company, or for a third party, be it directly through the Member or through intermediaries, to any local or foreign official, be they public or private, to induce, influence or modify the opinion of that official in order to obtain or fraudulently enhance the price of any contract or engagements related with engineering and construction services.
All Members
Shall adopt for the Pan American Academy of Engineering the norms of the Business Integrity Management Systems of FIDIC - International Federation of Consulting Engineers -, the principles established in the new ASCE - American Society of Civil Engineers - Code of Ethics prepared with the concept of "zero tolerance" for bribery and corruption and shall support the Inter-American Convention Against Corruption with special emphasis on the ruling of Article VI which states specially that the following acts of corruption and bribery are prohibited:
Involvement in the solicitation, offering, granting or acceptance, directly or indirectly, by a government official or a person who performs public or private functions, of any article of monetary value, or other benefit, such as a gift, favor, promise or advantage for himself or for another person or entity, in exchange for any act or omission in the performance of his duties related to engineering and construction services .
Any act of omission incurred by an engineer in the discharge of his duties as a government official or as a person who performs public or private functions for the purpose of illicitly obtaining benefits for himself or for a third party.
The fraudulent, dishonest or unethical use or concealment of property derived from any of the acts referred to in this article: and
Participation as a principal, co-principal, intermediary, instigator, accomplice or accessory, in any fraud or bribery or in any other matter, in the commission or attempted commission of, or in any other collaboration or conspiracy to commit, any of the acts referred to in this article.
Any Member of the Academy found to be in violation of any of the above listed prohibitions by his peers in the Professional Society to which he belongs, shall be suspended in his rights as a Member of the Academy and if his culpability is proven he shall be dropped from the Membership in the Academy . Notice shall be sent to all Members of the Academy that this Member has been found in violation of this Policy with the violation fully detailed, notifying his expulsion.
