Activities 2009
Important events occurred in the last months of the year 2008, which hit in the development of the activities of the Academy and forced to move to the year 2009, no planned meetings.
The traditional biennial Forum was scheduled to be held on December 2 nd, 2008 in Brasilia, as part of the activities of that year, but an excessive concentration of meetings of organizations such as UPADI, WFEO, and the WEC 2008 - World Engineering Conference 2008, forced it displacement to the next year.
Secondly, the Solemn Ceremony of Incorporation of new Members that had some justified absences of Candidates, elected in the Selection Process 2008, determined the desirability of convening a complementary Ceremony in 2009.
For both meetings, the Plenary Ordinary Session, gathered in Brasilia , accepted the proposal of the President of UMAI, Mexican Federation of Engineering Societies, Eng. Pablo Realpozo del Castillo to schedule the Thematic Forum and the Incorporation Ceremony in Mexico City , in the monumental Palacio de Minería, headquarters of the Mexican Academy of Engineering.
Finally, a situation not warned in the Plenary Ordinary Session in Brasilia , was the conclusion of the UPADI headquarters in Brazil , in FEBRAE headquarters in Rio de Janeiro . The By Laws of the Academy establishes that: "legal headquarters of the Academy should preferably be in the same country and city than UPADI, unless a Plenary Session resolves to change it on "the basis of a proposal of the Board of Directors".
The Board of Directors discussed the difficulties that involved changing the country where the Academy has his Legal Headquarters, regarding legal registration and records, as well as administrative and tax enrolments. The installation of the Offices in Brazil took over 3 years. Besides time, is also the cost that it means.
The Board of Directors requested FEBRAE, Brazilian Federation of Engineering Societies, the possibility of maintaining the Legal Headquarters of the Academy, at its headquarters in Rio de Janeiro . Dated March 24 th, 2009 , the President of FEBRAE, Eng. Carlos Roberto Dos Santos Moura, reported that: "I have the satisfaction of communicate that the Directorate of FEBRAE, on its meeting held in São Paulo , on March 19 th accepted unanimously, the proposition to maintain the Legal Academy Headquarters at FEBRAE Headquarters in Rio de Janeiro .
To finalize the maintenance of the Brazil Office, the Board of Directors convened a Plenary Extraordinary Session.

The first meeting of the International Directorate of UPADI since the change of headquarters to Costa Rica , was in San Juan , Puerto Rico , on 24 September 2009 . In accordance with article 35 of the By Laws, the Board of Directors must meet "at least once a year, preferably on the occasion of the meeting of the International Directorate of UPADI...". Accordingly, in the Auditorium of the Colegio de Ingenieros y Agrimensores de Puerto Rico the following meetings were held:

This meeting addressed the following matters included in the summon:
Theme 1. Registration of the Members of the Board and Academicians present.
Theme 2. Minutes of the Annual 2008 Meeting in Brasilia
Theme 3. A nalysis of the Biennial Programme 2008-2010 for the Academy, proposed by Academician Vice President Eng. Manuel Torres Parra. SOWT Analysis: strengths, opportunities, weaknesses and threats.
Theme 4. T hird Focus Session - San Juan, Puerto Rico - Conclusions to be considered 1) At the 2009 Annual Meeting by the Board of Directors 2) at the Ordinary Plenary Session 2010.
Theme 5. Engineering for the Americas . Item proposed by Academician Reginald Vachon. The new President of the UPADI Committee on Engineering Education, Dr. Robert Warrington was present.
Theme 6. R eport of the President on the meetings scheduled in Mexico for September 28 th and 29 th .

Third Focus Session
The experience of the first two Focus Sessions in Aruba 2005 and Costa Rica 2007 showed the desirability of continuing with this type of open free agenda meetings, looking for the involvement of all academicians which freely discusses the progress of the Academy, its internal operation, its programmes and future actions aimed to establish policies in the scope of the Engineering for the purpose of maintaining the leadership position that the Academy has managed to establish between the engineering institutions of the continent.
Friday, 25 September, the Third Focus Session was the first of the meetings held in Puerto Rich started with words of encouragement expressed by the President of UPADI, Eng. Irene Campos Gomez.
Plenary Extraordinary Session
Following the Focus Session was the fourth Plenary Extraordinary Session, convened to consider a single theme:
Permanence of the legal headquarters of the Academy at Headquarters of FEB RAE, Rio de Janeiro - Brazil, for an indefinite term, according to the proposal of the Board of Directors API and the agreements reached by the President of the Academy with the President of FEBRAE, Eng. Carlos Roberto Moura, based on a unanimous resolution of the Directorate FEBRAE of March 19 th , 2009.
Participated in this Session 23 Members of the Academy, who supported by unanimous decision to maintain the Legal Academy headquarters in Brazil .

Meetings 2009 in Mexico DF
The traditional and centennial Auditorium of the Palacio de Minería of Mexico City , was the appropriate framework for the two meetings scheduled by the Academy in Mexico , thus completing its programme of Meetings 2009. These meetings were co-organized by the Academy together with UMAI and the Mexican Academy of Engineering.

Pan American Forum on Contributions of Engineering to the Improvement of the Environment
In the Presidium Table, being 8: 30 pm on Monday, September 28 th , the authorities were installed. The Forum began at 9: 00 am , with words of welcome of the President of UMAI, Eng. Pablo Realpozo del Castillo. Then spoke briefly: the President of API, Eng. Miguel Ángel Yadarola, the President of the Engineering Academy of Mexico, Dr. Octavio Rascón Chávez, and the President of UPADI, Inga. Irene Campos Gomez.
The opening of the Forum was in charge of the Secretary of Environment and Natural Resources of Mexico, Eng. Juan Rafael Elvira Quesada.
At 10: 00 am began the Forum with a Magistral Conference on "Towards a new Multilateral Climate Agreement" , which was carried out by Dr. Adrian Fernández Bremant, President of the National Institute of Ecology of Mexico .

Solemn Ceremony of Incorporation
On Monday, September 28 th , at 6: 30 pm was the Act of incorporation of five (5) Candidates, four of them elected in the Process of Selection 2008, which could not join in the Brasilia Ceremony, plus a Candidate proposed by UMAI and elected in a Special Process carried out in 2009.

The Ceremony began at 6: 30 p.m. in the Palacio de Minería of Mexico City , with the installation of the Table of the Presidium. Then the Academician, Dr. Robert D. Kersten was in charge of the Invocation that traditionally evokes to Almighty.
After the words of opening of the Ceremony by the President of UMAI, Eng. Pablo Realpozo del Castillo, words of welcome on behalf of UPADI, made it by its President, Inga. Irene Campos Gómez and welcome, as host in charge of the President of the Mexican Academy of Engineering, Dr. Octavio Rascón Chávez, became the presentation of the new Academician, synthesizing their background and mentioning the title of the paper of incorporation. This task was carried out by the President of the Election Committee, Dr. Vladimir Yackovlev .
The Members of the Presidium delivered the Diplomas and Medallions to those incorporated, who signed the Incorporation Charter, together with the authorities and audience participating in the Ceremony.
In the name of the new academicians spoke Eng. Alfredo Elias Ayub and the words of closure of the Ceremony were in charge of the President of the Academy, Ing. Miguel Ángel Yadarola.
