One of a select number of civil engineers who have made landmark contributions to advancing the concepts of integrated and sustainable water resources management. His research papers, books, and graduate students are making contributions around the world. Has 40 years of experience as an educator, researcher, consulting engineer, and public official.
Currently, Professor of Civil and Environmental Engineering, Colorado State University. River Master of Pecos River (US Supreme Court appointment). President of Big Thompson Water Forum (non-governmental water quality association). Has been Professor of Civil Engineering at the Colorado State University and Department Head, Civil Engineering. Founding Director, Water Center; Director, Colorado Water Resources Research Institute; Director, International School for Water Resources. President, Ft Collins Water Board.
Broad international water experience as consultant and speaker. This includes UN system, World Bank, Colombia, Mexico, Brazil, Peru, Egypt, Indonesia, Vietnam, South Africa, Japan, China, and Europe. Directed many noteworthy studies and projects in water resources. International engineering experience includes Europe, Asia, Africa, and Latin America.
Extensive contributions in engineering education, including 35 years as professor at three universities, contributions to international universities, service as department head, assistant dean, director of state water institutes, director of international education, and numerous other assignments. Advisor to 45 Ph.D. graduates and approximately 100 M.S. graduates.
Has published a large number of newspaper, magazine, and newsletter articles. Author of recognized textbooks and papers, such as “Water Resources Management: Principles, Regulations, and Cases”, widely published in international journals; “Transfer of Educational Knowledge and Material to Developing Countries”; The National Water Symposium: A Call to Action”; “Water Resources Management: An International Challenge for Education and Research”; “Water Management by Marketing and Exchanges: Experiences of the USA”; “Future Trends in Engineering Education”; “A New Paradigm for Water Management”; “Water Manager’s Handbook: A Guide to the Water Industry”.
Diplomate, American Academy of Water Resources Engineers. Fellow and Life Member, American Society of Civil Engineers. Life Member, American Water Works Association; National Director, American Public Works Association.
Received the College of Engineering Abell Teaching and Research Award; Colorado State University International Recognition Award; Public Works Magazine Trendsetter; Colorado State University CE Teaching Award; Donald Stone Education Award, American Public Works Association; Governor’s Award for Environmental Protection, North Carolina.
