Affiliated
Research
Center,
the Johns Hopkins University Applied Physics Laboratory (JHU/APL,) that
performs R&D on behalf of the Department of Defense and NASA. The organization has more than 4500
employees, over two-thirds of whom are engineers and scientists. Dr. Roca also serves on several Government advisory
bodies.
Dr. Roca has
been involved in the practice and management of technology starting with Bell
Labs in the 1960’s. His primary emphasis
has been on communications networks and services. His technical focus has been on large scale
networks (including their architecture, design, implementation and operation.) For over three decades, Dr. Roca has managed
R&D programs ranging from first level supervision to corporate officer
level leadership of large, strategic programs.
He has also had significant general management experience including full
P&L responsibility.
He led R&D organizations that planned and developed data networking
services, such as frame relay and ATM services, and their associated network
operations capabilities, for commercial and federal applications. He also led development of an overall
AT&T product and service architecture emphasizing data networking and
network management. He planned circuit
switching based AT&T services (e.g., 800 Service) and the key network
products underlying them, including voice and data switches, network data
bases, signaling systems and control systems.
