DAVID R. REYES-GUERRA

He is currently the Vice President of the Commission on Accreditation of the Quality of Higher Education of the Ministry of Education of El Salvador where he helped to develop the Institutional Accrediting program, and has been selected as the representative to the Council of Accreditation of Higher Education for Central America. He worked with the United Fruit Company in Central America. He retired from the Accreditation Board for Engineering and Technology (ABET) after nearly 20 years plus as the Executive Director.
He was President of the New York Chapter of the State Society of Professional Engineers, the Council on Specialized Accreditation, the Council on Continuing Education, the Junior Technical Society; and was an officer in many organizations including Boards of Trustees in US and foreign universities. He was Chairman of the Board of Visitor to the U.S. Air Force Air University and the U.S. Air Force Institute of Technology.
During his tenure in ABET, he developed the concept of “substantial equivalency” of accreditation systems. He also was the proponent and developer of the Computing Sciences Accreditation Board; the Washington Accord; the accord with the European Federation of National Engineering Organizations (FEANI), and others. He created and developed the Council for International Engineering Practice, and was influential in developing international accreditation consultancy efforts and programs on the part of ABET. He directed and was the contracting officer for the Comparative Study of Engineering Programs in Five European Countries.
He is very active in the WFEO, UPADI and the Pan American Academy of Engineering where he is an officer and a member of various committees dealing with policies, awards, and education..
He has been a world-wide speaker and consultant in accreditation and higher education policy with different organizations, universities and governments. His efforts contributed to the knowledge, deliberation and implementation of engineering accreditation in many countries.
