WILLIAM S. BUTCHER
Civil Engineer from the University of Sydney, Australia (B.E.), the University of California, Berkeley (M.S.), and the University of Southern California (Ph.D.).
Dr. Butcher was member of the U.S. Government's Senior Executive Service until he retired in 2002 from the National Science Foundation (NSF), an agency of the US Federal government At NSF he occupied several senior posts, including Division Director and Senior Adviser to the Head of Engineering. Much of his experience at NSF was in engineering research and education. Recently he has been active in engineering education issues primarily through the Committee on Education and Training (CET) of the World Federation of Engineering Organization (WFEO).
Before coming to NSF he was a Professor of Civil Engineering at The University of Texas at Austin (UT Austin). Earlier in his career he was Director of the Office of Water Research and Technology in the US Department of the Interior. He also served in the Executive Office of the President as the water resources specialist on the staff of the President’s Science Advisor, while on leave from UT Austin.
He is the author of a number of papers mostly on water resources planning and development.
